Janeil A. Morgan is an Associate in the Fort Lauderdale office of Shutts & Bowen LLP, where she is a member of the Government Law Practice Group.

She focuses her practice on local government law, litigation, and procurement and administrative law. Her experience representing municipal agencies includes drafting human resource policies, resolutions and ordinances, public records and Florida’s Sunshine law/open government laws, as well as municipal code enforcement and land use and development regulations.  Janeil has significant experience in litigation, including the foreclosure of municipal code enforcement liens and actions for declaratory and injunctive relief. She has actively represented a municipal governing body, as well as the planning and zoning board, charter review, civil service board and other advisory boards.  Janeil also assists with internal investigations for public and not-for-profit organizations concerning employee grievances, ethics and code of conduct, discrimination and harassment matters, and litigation related to prosecuting municipal code enforcement liens.

Janeil’s practice also focuses on the representation of businesses and governmental entities in administrative law, procurement disputes and bid protests. She has handled government procurement challenges in various forums, including the Government Accountability Office, Court of Federal Claims, Florida Division of Administrative Hearings, Circuit Court, and before hearing officers and elected bodies on the federal, state, county, district, and municipal levels. She has served as first and second chair in dozens of bid protest proceedings, including recent successes at DOAH and the COFC.
