Atlanta Shareholder Tom Cullinan Named Forbes Contributor
Chamberlain Hrdlicka is pleased to announce that Shareholder Tom Cullinan has been named a Forbes Contributor. Cullinan will provide analysis on tax administration and policy issues to Forbes.com's global readership.
Forbes is an international media company leading in print, digital, social, video, and content solutions. The platform’s robust contributor network includes over 2,800 editors, journalists and contributors across the globe. Cullinan will regularly publish articles focused on tax administration, with an emphasis on tax controversies and litigation that affect wide segments of taxpayers.

Cullinan is a member of the firm’s tax controversy practice where he draws on both his extensive background representing taxpayers and his deep knowledge of the IRS organization, operations and procedures. Prior to joining the firm, he worked at the IRS, where he served as the Counselor to the IRS Commissioner and then as the acting IRS Chief of Staff. Cullinan was a member of the Commissioner’s core leadership team, and he advised the IRS Commissioner on the most critical issues facing the agency, including the IRS strategic plan and budget, staffing, internal operations, enforcement of tax laws and service to taxpayers.
Cullinan has over 25 years of experience representing taxpayers in interactions with the IRS, first as a certified public accountant and then as a tax attorney representing taxpayers in tax controversy matters. He has represented several hundred taxpayers, including low-income individuals in pro bono matters, high net-worth individuals, partnerships, and trusts and estates. Cullinan has also represented large corporations in IRS audits, administrative appeals and litigation, and on a wide variety of tax issues often with significant amounts at issue.
