Phil Karter, Ken Trujillo and Stewart Weintraub named 2023 Pennsylvania Super Lawyers and Jennifer Karpchuk named 2023 Rising Star
Chamberlain Hrdlicka is pleased to announce that four of its Philadelphia-based attorneys have been named to the 2023 "Pennsylvania Super Lawyers" list. Shareholders Philip Karter, Kenneth I. Trujillo and Stewart M. Weintraub were selected as “Pennsylvania Super Lawyers” and Shareholder Jennifer W. Karpchuk was selected as a “Pennsylvania Rising Star” by the publication. Fewer than 5% of Commonwealth attorneys across 70 practice areas are selected for inclusion in the “Pennsylvania Super Lawyers” list and an even smaller 2.5% are selected to “Rising Stars.” The annual selections are made using a patented multiphase process that includes a statewide survey of lawyers, an independent research evaluation of candidates and peer reviews by practice area.
Jennifer Karpchuk
Karpchuk is the practice co-chair for the firm’s State and Local Tax (SALT) practice. She focuses her practice on all aspects of state and local tax litigation, controversy, compliance and planning. Karpchuk is a nationally sought-after speaker and writer on topics related to state and local tax. She also co-authors the Pennsylvania Tax Handbook and the Pennsylvania Chapter of the American Bar Association’s Property Tax Deskbook. Karpchuk serves in several leadership roles within the legal community, including as chair of the Pennsylvania Bar Association Tax Section and vice chair of the Philadelphia Bar Association’s Tax Section. Additionally, in 2021, Philadelphia Mayor Jim Kenney and the city council appointed her to the city’s 2021 Tax Reform Working Group. Karpchuk earned her undergraduate degree from the University of Delaware and her law degree from Temple University’s Beasley School of Law. She has been selected for inclusion in the “Pennsylvania Rising Star” list six times beginning in 2016.
Philip Karter
Karter focuses his practice on tax controversy and tax litigation matters encompassing a wide variety of complex and high-profile tax cases, a number of which have involved issues of first impression. He has litigated federal tax cases in the United States District Courts, the U.S. Tax Court and the U.S. Court of Federal Claims, and he has argued in the U.S. Court of Appeals in multiple circuits. Karter formerly served as a trial attorney with the U.S. Department of Justice Tax Division. Karter is also one of a select number of attorneys recognized as a national authority in tax controversy and litigation by Chambers USA and the US Legal 500 Litigation and Tax Guides. He is the only federal tax controversy attorney based in Pennsylvania to receive national recognition from the prestigious Chambers ranking publication. He earned his undergraduate degree from Emory University, his law degree from the University of Wisconsin School of Law and his Master of Laws in Taxation from New York University’s School of Law. This is the third year in a row Karter has been selected for inclusion in the “Pennsylvania Super Lawyers” list.
Kenneth I. Trujillo
Trujillo represents U.S. and foreign clients, as well as government entities, executives, lawyers and other individuals with a focus on commercial disputes, securities, antitrust, education, gaming and other regulatory issues. His practice involves complex civil litigation and class actions, and he counsels clients on regulatory matters and internal investigations. Trujillo has a long history of public service. Prior to joining Chamberlain Hrdlicka, he served as the City Solicitor of Philadelphia, representing the mayor, city council and all departments, agencies and commissions of the City of Philadelphia. He also sat on the Mayor’s cabinet and ran the 155-lawyer law department. Trujillo has served as an Assistant U.S. Attorney. He earned his law degree from University of Pennsylvania Law School, where he taught as an adjunct professor for the past 15 years. Trujillo has been selected for inclusion in the “Pennsylvania Super Lawyers” list annually since 2005.
Stewart M. Weintraub
Weintraub is the practice chair emeritus for the firm’s State and Local Tax (SALT) practice. With more than 50 years of experience, he helps clients plan and structure transactions to minimize state and local tax obligations. Weintraub represents clients in all aspects of state and local tax compliance and litigation, from audits, trials and appeals to the appellate courts. Prior to entering private practice, Weintraub was chief of tax litigation for the city of Philadelphia’s Law Department, during which he also served as chief counsel of the mayor’s Tax Reform Commission. He earned his undergraduate degree from Drexel University and his law degree from Temple University’s Beasley School of Law. Weintraub has been selected for inclusion in the “Pennsylvania Super Lawyers” list annually since 2004.
