Chamberlain Hrdlicka Shareholders, Philip Karter and Stewart M. Weintraub, Named Among 2025 Pennsylvania Super Lawyers

PHILADELPHIA, May 22, 2025 – Chamberlain Hrdlicka is pleased to announce that Philadelphia-based Shareholders Philip Karter and Stewart M. Weintraub have been named to the 2025 Pennsylvania Super Lawyers list.

Super Lawyers, a Thomson Reuters business, is a national rating service that recognizes exceptional attorneys who have earned significant peer recognition and demonstrated notable professional accomplishments. Fewer than 5% of commonwealth attorneys across 70 practice areas are selected for inclusion on the Pennsylvania Super Lawyers list. The annual selections are made using a patented multiphase process that includes a statewide survey of lawyers, an independent research evaluation of candidates, and peer reviews by practice area.

Philip Karter

Karter is the chair of the firm’s Federal Tax Controversy and Litigation practice. He focuses his practice on tax controversy and tax litigation matters encompassing a wide variety of complex and high-profile tax cases— a number of which have involved issues of first impression. Karter has litigated federal tax cases in the United States District Courts, the U.S. Tax Court, and the U.S. Court of Federal Claims, and he has argued in the U.S. Court of Appeals in multiple circuits. Karter formerly served as a trial attorney with the U.S. Department of Justice Tax Division. Karter is also one of a select number of attorneys recognized as a national authority in tax controversy and litigation by Chambers USA and the U.S. Legal 500. He earned an undergraduate degree from Emory University, a law degree from the University of Wisconsin Law School, and a Master of Laws in Taxation from New York University’s School of Law. This is the fifth consecutive year Karter has been selected for the Pennsylvania Super Lawyers list.

Stewart M. Weintraub

Weintraub is the chair of the firm’s State and Local Tax (SALT) practice. With more than 50 years of experience, he helps clients plan and structure transactions to minimize state and local tax obligations. Weintraub represents clients in all aspects of state and local tax compliance and litigation, including audits, trials, and appeals. Prior to entering private practice, Weintraub was Chief of Tax Litigation for the city of Philadelphia’s Law Department, during which he also served as Chief Counsel of the mayor’s Tax Reform Commission. He earned an undergraduate degree from Drexel University and a law degree from Temple University Beasley School of Law. Weintraub has been selected for inclusion in the Pennsylvania Super Lawyers list annually since 2004.
